Hope that you are all doing well.
Thanks for the Peering Roadshow held beginning of July, which has been very beneficial for everyone.
· Thanks Keessun and Nishal for the slides/presentations and Telegram Group created
As per meetings held with all parties since a few months ago, we have seen the following (To be discussed by the Steering Committee):
· MIXP Hosting
o We had the same idea as Rogers Capital to extend/move the MIXP from GOC to our Datacentre
o Advantages being
§ 24/7 access by the community, as there will always be someone present on the spot
§ Majority(If not all) operators are already connected to our DataCentre
· Kaldera will facilitate internal wiring for all parties not yet connected at cost price
§ Kaldera is OK to freely provide Rack Hosting
· We have 3 different areas available in Cybertower 1/SABV Tower to move/extend the current location of the MIXP
§ Kaldera is also ok to freely provide equipments if needed
§ BICS may facilitate/help regarding International Connectivity as their POP is already in Kaldera’s DataCentre
o As seen with Ranveer, we may have the extension on both Rogers/Kaldera DataCentre to provide redundancy
§ It would be great to have this finalized before AFPIF event
· Steering Committee
o Since a few months ago, Kaldera already met individually MIXP members and they did not have any objection for Kaldera to take the lead on the MIXP to make things move
§ Florian of Kaldera would be happy to take the Presidency of the MIXP if voted by the community (Should the community decide to go forward with creating an association)
· As said on the Peering Roadshow, it’s the community who needs to decide together what is best for the MIXP
· We really want to make things move fast, and shall make a very close follow up
§ So it would be great to be able to have a vote regarding all actions to be performed for the MIXP (Current location, future location, hosting, equipments, etc…)
§ We are very happy to help creating regular meetings (Similar to the Durban IXP presented by PCH)
· UOM and GOC were happy to share with me that the meetings would be better if done during Business Hour instead of after Office Hours, because of the Mauritian reality (Family/Children)
o I saw a note during the MIXP discussions that we want the MIXP to be as open as possible:

§ i think this is a great idea; two small suggestions:
§ # the steering committee needs some guide of terms of references. i’m happy to provide the ToR that the INX management committee uses as a guideline, or, a more generic governance document that PCH provides as a base for you to start your own.
§ # the committee needs to be replaced every N number of years; i suggest something as simple as having a committee that is no fewer than three, and no more than seven, and renewing candidates every two years. again, i’m happy to explain in detail what we do at INX; and what we suggest as PCH. it’s really not rocket science ..
§
§ in the interests of being most useful to MU, i’d suggest that:
§ # direct stakeholders (peers) be permitted to vote, only
§ # you allow your steering/management committee to be as open as possible; if there is an IX expert in japan that wants to be involved, and is willing to commit the time, then, so be it. provided, of course, the peers vote for this person.
§
§ i suggest you get this done quickly; there are a few decisions that you need to make, and it’s best to have general community consensus when doing these.

o We would therefore highly recommend Eric LOOS who is willing to help us as he is already involved in AMS-IX and Peering DB, and started an exchange STHIX in Stockholm
§ He was already invited last year to help making progress on the MIXP

Dear Jason,
Thank you very much for sharing the info below.
Please note that the initial idea of hosting at GOC was to have a neutral hosting facilities.
It is also understood that access is not that easy to the GOC. If the members have no objections, then go for it.
I also understand that Rogers has already extended a switch to their NOC which makes it easier to connect for all operators who are already in their NOC.
Since your NOC is just next door, may be it does not serve much purpose to have another switch next door.
May be the next thing would be to have a switch far away from Ebene Cybercity. May be in the North or the South.
Otherwise, I am glad to see that there are a lot of interests to make the MIXP works which can only be good for the community and obviously for the ISPs as well.

i should probably mention that no decisions about anything other than some back-end tech stuff, has happened. it’s always great willing to have people that are interested in hosting the IX; that’s why it’s important that you form a community-appointed, volunteer, management committee that can start to make these decisions for your community.
might i suggest that you do the following: # call a general meeting of connected networks / peers # put up names for a committee that has no fewer than 3, and no more than 7 volunteers # have the peers vote for whom they feel is appropriate to make decisions on their behalf # commit to doing this once a year (at least)
then, once you have your management committee, have this committee: # ratify an open and neutral hosting document that *anyone* can use to host an extension of the IX # then, and only then, progress with any extensions
right now, you are stuck in limbo; there are, for example, three :-) networks that have expressed an interest in hosting extensions of the IX. and that’s *really* fantastic! but, until you have a neutral and community-elected set of volunteers, who you have empowered to act on your behalf, you are *not* going to make any progress. which, for those that have been paying attention, is the current problem with the MIXP..
there have been two suggestions for this committee that were posted here so far: # ranveer seetaloo (self-volunteer) # eric roos (who was volunteered, and must be contacted to confirm his willingness)
anyone else willing to: # get onto a conference call once a month for 1hr # commit some additional time and effort to reading proposals; writing documents, and working in the best interests of the community?
the internet will continue to run if you continue to do nothing. you will just end up contributing more and more to the french and south african internet economies, vs. your own.

Further to the meeting held yesterday, all peers present agreed that the new management committee shall consist of up to 7 members.
We are pleased to announce that 5 members have been appointed yesterday and it was agreed that Ranveer Seetaloo shall preside the current committee until 8 August 2020.
Persons appointed for the Management committee:
1. Ranveer Seetaloo(Rogers Capital) 2. Jason LEONG SON(Kaldera) 3. Ganesh Ramalingum(DCL) 4. Nandraj Kisto(Emtel) 5. Nishal Goburdhan(PCH/Woodynet)
